PROFILE
I enjoy handling complex legal matters, especially those involving important public policy questions. Eight years in federal government service provided a strong background in fiscal, administrative, and regulatory procedures. Through subsequent work in California I gained experience in complex civil litigation including leadership roles in matters involving multiple parties, including state and local public entities, and conflicting legal and policy questions.

Began solo practice of law emphasizing wills, trusts, and estate planning; business formation, commercial transactions, and commercial litigation; regulatory and administrative matters concerning local, state, or federal agencies or authorities.

Worked principally on complex civil litigation involving areas such as construction, real property, public entity, water law, CEQA and environmental statutes, independent contracting, and personal injury. Partnership, January 2006 to September 2007.

Represented Department agencies before various Federal courts and administrative tribunals, primarily on government contract matters, such as bid protests, contractor appeals, and fraud actions. Served as USDA delegate to the Interagency Task Force on Debarment and Suspension. Advised on wide range of procurement matters involving many subject areas, such as: environmental remediation, international vaccine development, facilities construction, manufacture of food stamp coupons, information technology, and software licensing agreements. Interfaced with applicable Congressional committees and Office of Management and Budget concerning procurement, legislative drafting, rulemaking, and fiscal law matters. Authored legal opinions for the Secretary and agency officials on wide range of issues including fiscal (appropriations and authorization) questions, conflicts of interest, propriety of grant solicitations and awards, novations, and Freedom of Information Act responses. Participated in all aspects of USDA research agency rule development, promulgation, and regulatory compliance.
